Duties

  • Performs compliance inspections of BLM contracted construction, maintenance and service contracts.
  • Constructs, repairs, alters, modifies, renovates and maintains recreation facilities and sites, historical sites, trails, roads, signs and toilet facilities in both developed and undeveloped areas.
  • Serves as an on-site interface between the local county development agency and the BLM, as directed.
  • Promotes visitor compliance with rules and regulations, and provides routine information on facilities, BLM programs and on the general area, including emergency services.
  • Builds rudimentary addition to existing buildings; and build/repair wooden picnic tables, trail markers, kiosks, storage cabinets and other recreation facility type items.
  • Installs, repairs, removes, replaces, tightens, splices, solders and insulates defective wiring, lights, switches, and other electrical fittings and fixtures.
  • Performs basic surface preparation and applies coatings, using standard coating methods (e.g., brushing, rolling, spraying).
  • Repairs public water facilities and building plumbing systems, including clearing drains and vents, and repairing and installing faucets, sinks, toilets and waste systems.
  • Finishes and shapes cement using floats, edgers, troweling machines, abrasives and other finishing tools.
  • Performs welding to fabricate or repair and install gates, barricades and closures.
  • Operates gasoline and diesel-powered pieces of heavy equipment to include tractors, both wheel and crawler, and respective attachments.
  • Operates standard cars and trucks, and more specialized vehicles, including but not limited to: UTV, backhoe, skid steer, and ‘Freightliner’ 10-ton dump truck.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Physical Demands: Physical effort can be considerable lifting up to 90 lbs. (bricks, stone, mortar, cement, wheelbarrows of heavy materials, sand and lumber). Must climb ladders, scaffolding and onto roofs. Inside buildings, some systems or work may be in hard-to-reach places. Work requires much physical effort, standing, stooping, bending, kneeling, climbing, extensive walking, and working in tiring and uncomfortable positions. Strenuous physical effort is required when handling heavy and bulky materials such as sheets of plywood, framing members, and other building and construction materials. Work requires manual dexterity and mechanical aptitudes. The incumbent is subject to continued safety training and is required to follow established safety and environmental health procedures and practices.
Work Environment: Work is done inside and outside, in the shop and at remote job sites, where access is through developed and undeveloped roads and trails. There is exposure to weather extremes of over 100 degrees in summer, to much rain and some snow. Some work is on steep mountainous terrain with slopes of up to 60 degrees. There is exposure to dirt, dust, sawdust, grease. machinery noise, flying sparks, glare of torches and heated materials, and sharp points. There is occasional exposure to the possibility of broken bones, scrapes, cuts, burns, electrical shock, eye damage, and infections. Occasionally, incumbent is exposed to bad smelling fumes involved, for example, in painting, plumbing and welding, etc. There is use of protective clothing and devices such as ear plugs, safety glasses, respirators, gloves, steel toed boots, flash shield and eye goggles. The incumbent is subject to continued safety training and is required to follow established safety and environmental health procedures and practices.
